Progressive Keys to Progress® Veteran Personal Vehicle Giveaway Program

Official Rules

The Progressive Keys to Progress® Veteran Vehicle Giveaway Program ("Program") is administered by Progressive Casualty Insurance Company ("Progressive" or "Administrator"), located at 300 North Commons Blvd., Mayfield Village, OH 44143.

By entering the Program, you agree to be bound by these Official Rules and Administrator's determinations regarding the Program, which are final and binding. The Program is subject to all applicable federal, state, and local laws and is void where prohibited.

There is no purchase necessary or other cost to enter the Program or win an award.

  1. PROGRAM DATES
    1. The Program entry period begins at or about 8:00 AM Local Standard Time on Friday, April 4, 2025, and ends at 11:59 PM Local Standard Time on Friday, August 1, 2025 ("Entry Period"). Progressive's computer is the Program's official clock.

  2. ELIGIBILITY
    1. To be eligible to enter the Program, an applicant must meet all the following criteria at the time their application is submitted:
      1. Fall into one (1) of the following categories and provide the listed supporting documentation:
        Rank/Category Supporting Documentation
        Military Veteran Form DD214
        Active-duty E-4 or lower Leave and Earnings Statement (LES) showing Pay Grade
        Spouse of an Active-duty E-4 or lower military member who is overseas LES showing Pay Grade and valid marriage certificate
        Gold Star Status Form DD1300 or DIC eligibility letter
      2. Household annual income must be below 250% of the federal poverty guidelines table issued by the Department of Health and Human Services. See Poverty Guidelines (click "Chart Showing different multiples of poverty guidelines..." under "Files").
      3. Have a valid driver's license
      4. Have a clean driving record – no major infractions in the past 7 years
      5. "Major infractions" may include, but are not limited to, operating a vehicle under the influence of alcohol or illegal substances, driving with a suspended, revoked or invalid license, and reckless driving
      6. Does not own a vehicle or is able to demonstrate an existing hardship with current vehicle
      7. Be able to provide their most recent federal income tax filing or current VA benefit statement
      8. Be able to pass a background check of entire adult life span, which will include but is not limited to any criminal activity
      9. Be at least eighteen (18) years old or the age of majority in their state of residence (which is nineteen [19] for residents of Alabama and Nebraska)
      10. Be a legal resident of the United States, including the District of Columbia; excluding US Territories
      11. May not be any of the following:
        1. A current employee of Progressive Casualty Insurance Company or any of its affiliate companies
        2. A household member or immediate family member (e.g., spouse, dependent child, regardless of where they reside) of a Progressive employee
        3. An employee of any Keys to Progress affiliate
        4. A previous recipient of a vehicle through the Keys to Progress veteran vehicle giveaway program in any capacity
  3. HOW TO ENTER
    1. During the Entry Period, an eligible applicant must follow the steps below to be entered into the Program:
      1. Request an application during the Entry Period by sending an email to KeysToProgress@progressive.com
      2. Complete the application and collect the required supporting documentation
      3. A Sponsor (defined below) must submit the application, including all supporting documentation, by emailing to KeysToProgress@progressive.com before the end of the Entry Period
    2. Sponsors: A qualified Sponsor is any non-profit/veteran related organization or individual who has first-hand knowledge of the applicant's need and knows the applicant in a professional capacity. Examples of Sponsors include (but are not limited to), non-profit organizations, government support organizations and charitable, religious, or health associated entities. Sponsors must provide a professional email address and phone number in the application along with other identifying information. Progressive is the sole decision maker regarding whether a Sponsor is qualified and such decisions are final and binding.
    3. Entry Limit: Sponsors may submit an application on behalf of more than one (1) applicant. Applicants may only be entered into the Program once. If an applicant receives multiple entries, only the first entry received will be considered. An applicant who attempts to enter more than once may be subject to disqualification from the Program in Progressive's sole determination. If it is discovered or suspected that an applicant has attempted to enter more than once and/or by using multiple identities, all of that person's applications may be declared null and void.
    4. Complete Applications: Applications must be complete and include all required supporting documentation at the time of submission to be considered. Failure to provide a complete and accurate application (along with supporting documents) and/or failure to comply with the selection process may result in disqualification from the Program. PLEASE NOTE: PROGRESSIVE WILL NOT NOTIFY AN APPLICANT OR SPONSOR IF AN APPLICATION IS INCOMPLETE OR IF ANY SUPPORTING DOCUMENTATION IS MISSING OR INCOMPLETE.
    5. By entering the Program, applicant agrees to be bound by Official Rules. Being a recipient of the Program is dependent on fulfilling all requirements in the Official Rules. While a Sponsor must submit the application on behalf of an applicant, the applicant is solely responsible for compliance with the Official Rules and the contents of the application, including supporting documentation.
  4. APPLICATION REQUIREMENTS AND TERMS
    1. All applications must comply with the following requirements. Applications and supporting documentation must:
      1. Be an original work;
      2. Be in English;
      3. Be suitable for publication (i.e., may not be obscene or indecent, as determined by Progressive in its sole discretion);
      4. Not have been published previously by any party other than the applicant;
      5. Not include the name, likeness, photograph, or other indicia identifying any person, living or dead, without written permission from that person or that person's estate, which shall be made available to Progressive upon request;
      6. Not violate or infringe upon the intellectual property rights or other rights of any third party;
      7. Not be sexually explicit or suggestive, libelous, inflammatory, defamatory, violent or derogatory of any ethnic, racial, gender, religious, professional or age group;
      8. Not promote illegal drugs, tobacco, firearms/weapons (or the use of any of the foregoing), or any products, services, or activities that may appear unsafe or dangerous;
      9. Not contain any viruses, spyware, malware, or other malicious components that are designed to harm the functionality of a computer in any way
    2. Progressive may disqualify any applicant/application, as determined by Progressive in its sole and absolute discretion, that:
      1. Does not comply with entry requirements listed in the Official Rules;
      2. Is submitted in bad faith, untruthful, inappropriate, or otherwise violates these Official Rules;
      3. Is submitted by a Sponsor who is ineligible or noncompliant with these Official Rules;
      4. Is incomplete and/or does not include the necessary supporting documentation and/or;
      5. Is submitted by any person who tampers with or abuses any aspect of the Program, who acts in an unsportsmanlike or disruptive manner, who violates these Official Rules, or about whom a background check provides unsatisfactory results
    3. After an application has been submitted, it cannot be modified in any way. All applications and/or materials submitted become the property of Progressive and will not be returned.
    4. Progressive is not responsible for lost, late, stolen, damaged, incomplete, invalid, un-intelligible, garbled, delayed or misdirected applications – all of which will be void. Progressive reserves the right to disqualify any applicant and/or application in its sole and absolute discretion.
    5. Further, applicant will not be eligible to receive an award unless Progressive determines, in its sole and absolute discretion, that such applicant's application has been sufficiently cleared for legal purposes, complies with these Official Rules, and such applicant eligibility is verified
  5. SELECTION OF THE RECIPIENTS
    1. All eligible applications within each state received during the Entry Period will be judged by a panel of qualified judges ("Judges") to determine potential recipients. The Judges will score each application on a scale of one (1) to five (5), with 5 being the highest score, in the following categories (collectively, "Judging Criteria"):
      1. Time Served or Category of Applicant
      2. Demonstration of Personal Need
      3. Thoughtfulness of Story Submission
      4. Demonstration of Community Engagement
    2. The applications in each state with the highest collective scores from the Judges will be deemed the potential recipients. In the event of a tie, the tied applications will be reviewed by the Judges and the tie will be broken based on the highest score in the first review criterion continuing thereafter to each review criterion in order, as needed to break the tie.
    3. Decisions of the Judges are final and may be made in their sole and absolute discretion
    4. Prior to being selected as a recipient, applicants identified as potential recipients will be subject to a background check. Progressive also reserves the right to conduct a brief interview with any applicant and request an applicant to submit additional materials relating to their application.
  6. AWARDS
    1. Each recipient will receive the following (collectively an "Award"):
      1. A vehicle
      2. Gift packs worth approximately $2,000.00
      3. 12-month powertrain protection or coverage plan
      4. 6 months insurance policy covering the recipient and vehicle (provided by Enterprise Rent-A-Car)
  7. AWARD TERMS
    1. Progressive will select one hundred (100) recipients to receive Awards
    2. Progressive will consult with the recipients to identify a suitable vehicle from those available. Progressive, in its sole and absolute discretion, will award vehicles based on its determination of suitability. Progressive's decisions on the matters are final and binding.
    3. No Award substitution or exchange will be allowed, except by Progressive, who reserves the right to substitute any Award (or portion thereof) that cannot be awarded in its sole determination
    4. EXCEPT AS EXPRESSLY PROVIDED IN WRITING BY PROGRESSIVE, ADMINISTRATOR MAKES NO WARRANTIES OF ANY KIND, INCLUDING ANY IMPLIED WARRANTY OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE, WITH RESPECT TO ANY AWARD THROUGH THE PROGRAM
    5. Progressive is not responsible for vehicle maintenance or upkeep once the recipient takes possession of the vehicle. Progressive, as well as its affiliates and subsidiary companies, will not be liable for any related or long-term maintenance or upkeep of the vehicle after commencement of the ceremony beyond what is stated in the 12-month powertrain protection or coverage plan provided to vehicle recipients.
    6. All other costs, state and federal taxes, and expenses not expressly set forth herein shall be solely the recipient's responsibility
    7. If Progressive determines in its sole and absolute discretion that an insufficient number of viable applications have been received in a state, the Award(s) allocated to that state will be reallocated to the state with the highest number of ties and/or states with less than seven (7) vehicles planned for gifting, as determined by Progressive
    8. Progressive reserves the right to extend the Entry Period in a state and/or to not award all Awards if, in its sole discretion, it does not receive a sufficient number of eligible and qualified applications in a state. No details of the deliberations on individual applications will be revealed to applicants or the public. Decisions of Progressive on these matters are final and binding. Progressive will provide public notification of an extended Entry Period before the Entry Period ends.
  8. HOW TO CLAIM AWARD
    1. Potential recipients will be contacted by a Progressive representative via the phone number and/or email address included in the application. During this initial outreach the representative will discuss Award terms and conditions, the Keys to Progress Giveaway event, the suitability of vehicles depending on the potential recipient's needs and vehicle availability, and the remaining obligations including paperwork to take possession of the vehicle at the Award ceremony.
    2. Where lawful, recipients will be asked to complete a publicity release prior to their participation in the Award ceremony
    3. If selected, potential recipients will need to provide proof of insurance prior to taking possession of the awarded vehicle
    4. If a potential recipient cannot be located or does not respond within five (5) business days after Progressive's initial notification, or the potential recipient rejects the Award or fails to complete the requisite documentation to take possession of the vehicle within the allotted time period, the Award may be forfeited and may be awarded to an alternate recipient, who is the applicant with the next highest ranked entry from among all remaining eligible applications in that recipient's state
  9. PUBLICITY
    1. By submitting an application, applicant grants Progressive a royalty-free, irrevocable, perpetual, nonexclusive license to use and display the application, applicant's name, likeness, and biographical material, in whole or in part, excluding sensitive information, for promotional or marketing purposes including Progressive branded websites or social media accounts without prior notice, approval, or inspection
  10. LEGAL TERMS
    1. Governing Law: By submitting an application, applicants consent to the exclusive jurisdiction and venue of Ohio courts for any and all causes or controversies arising out of the Program. Ohio law governs all issues and questions concerning these Official Rules and applicant's rights and obligations in connection with the Program, and Ohio law applies regardless of any choice-of-law principles otherwise applicable. APPLICANTS AGREE THAT THE RIGHTS AND OBLIGATIONS OF ANY APPLICANT AND/OR PROGRESSIVE AND/OR ANY OTHER PARTY SHALL BE RESOLVED INDIVIDUALLY, WITHOUT RESORTING TO ANY FORM OF CLASS ACTION. ANY DEMAND MUST BE FILED WITHIN ONE (1) YEAR FROM THE END OF THE PROGRAM, OR THE CAUSE OF ACTION SHALL BE FOREVER BARRED.
    2. Program Changes: Progressive reserves the right to modify these Official Rules in order to better achieve the Program's purpose as adjudged in Progressive's sole and absolute determination, without liability or obligation to Progressive. Progressive will give notice of Official Rule modifications on the Program official site and in these Official Rules.
    3. By participating in this Promotion, applicants agree that Progressive and their respective affiliates, subsidiaries, representatives, consultants, contractors, legal counsel, advertising, public relations, promotional, fulfillment and marketing agencies, website providers, Web masters and their respective officers, directors, employees, representatives, designees and agents ("Released Parties") are not responsible for lost, late, incomplete, stolen, delayed, garbled, inaccurate, misdirected, or undeliverable applications or email notifications; or for any computer, telephone, satellite, cable, network, electronic or Internet hardware or software malfunctions, failures, connections or availability; or garbled, corrupt or jumbled transmissions, service provider/Internet/website/use net accessibility, availability or traffic congestion; or unauthorized human intervention; or the incorrect or inaccurate capture of registration information; or the failure to capture, or loss of, any such information; or for errors or difficulties of any kind whether human, mechanical, electronic, computer, network, typographical, printing or otherwise relating to or in connection with the Promotion, including, without limitation, errors or difficulties which may occur in connection with the administration of the Promotion, the processing or selection of applications, the announcement of the Awards or in any Promotion-related materials. The Released Parties are not responsible for any incorrect or inaccurate information, whether caused by any website users, tampering or hacking or by any of the equipment or programming associated with or utilized in the Promotion and assume no responsibility for any error, omission, interruption, deletion, defect or delay in operation or transmission, communications line failure, technical error, theft or destruction or unauthorized access to any Promotion-related website or social media platform. The Released Parties are not responsible for any injury or damage, whether personal or property, to participants or to any person's computer related to or resulting from participating in the Promotion and/or accepting or using an award. The Released Parties shall not be responsible or liable for applications that are entered by any automated computer, program, mechanism or device, for any applications in excess of the stated limit or for applications that are late, forged, lost, misplaced, misdirected, tampered with, incomplete, deleted, damaged, garbled or otherwise not in compliance with the Official Rules, and all such applications may, in Progressive’s sole and absolute discretion, be disqualified.
    4. If, for any reason, the Promotion is not capable of running as planned, Progressive reserves the right, in its sole discretion, to cancel, terminate, modify or suspend the Promotion and/or aspects of the Promotion, including but not limited to: the selection of recipients in a manner it deems fair and reasonable, including but not limited to the selection of the recipients from among eligible Applications received prior to such cancellation, termination, modification or suspension. In no event will more Awards be awarded than are stated in these Official Rules. In the event that, due to technical, typographical, mechanical or other errors, there are more recipients than are stated in these Official Rules, a random drawing among the claimants will be held to determine the recipients. This Promotion is subject to all federal, state and local laws and regulations.
  11. USE OF PERSONAL INFORMATION
    1. By participating in the Program, each applicant acknowledges that Progressive will collect private or personal data about the applicant in the submitted application and through the selection process (the "Private Information")
    2. By participating in the Program, each applicant agrees to cooperate with a background check, which may include motor vehicle and credit records, and the use of their application materials to conduct such research. Applicant agrees to cooperate with any such research effort and understands failure to cooperate may result in disqualification from the Keys to Progress Veteran Vehicle Giveaway Program.
    3. Promotion information will be used by Progressive as they deem necessary or desirable for the administration, fulfillment, publicizing and promotion of this Promotion, as described in these Official Rules or as otherwise expressly consented to by an applicant during any separate opt-in opportunity provided to applicant. If an entrant does not fully agree to the terms of this privacy policy, such applicant should not enter this Promotion.

All federal, state, and local laws apply. Void where prohibited or restricted by law.
